This document sets out the strategic aims for the role of biomass across the economy in the short, medium and long term to deliver towards net zero. It outline key principles that the government has established for the biomass priority use framework for the short- (2020s), medium- (by 2035) and long-term (by 2050) to deliver towards net zero. Key principles across these timelines include:

• Compliance with sustainability criteria and waste hierarchy principles;
• contribution to carbon budgets and net zero considering feedstock availability, life-

cycle greenhouse gas emissions, and cost-benefits;

• biomass to be used with carbon capture utilisation or storage where feasible, otherwise used only in hard-to-decarbonise sectors with limited or no low carbon alternatives.

In summary, the policy paper sets out the following:

• Priority use principles for the use of biomass in the short, medium and long term to meet net zero, and to support the development of a priority use framework for the Biomass Strategy;
• the key policy aims for sustainable biomass use across the economy, such as in the electricity, heat, transport and industry sectors;
• the government’s view of the role bioenergy with carbon capture and storage (BECCS) can play in contributing to net zero and the potential routes for BECCS deployment;
• a summary of research and innovation gaps which need to be addressed to enable biomass, bioenergy technologies, and the wider bioeconomy to deliver net zero, and ongoing and planned projects that will inform the Biomass Strategy.
